New football regulator gets Royal Assent

A bill to establish an independent football regulator for the top five tiers of English men’s football has officially become law after receiving Royal Assent.


The Football Governance Act creates the Independent Football Regulator (IFR), which will have powers to ensure clubs are financially sustainable, introduce a stronger owners’ and directors’ test, and block clubs from joining unapproved breakaway competitions like the European Super League.

The regulator will also be able to enforce new fan engagement standards, requiring clubs to consult supporters on key decisions regarding their heritage, such as club badges, home shirt colours, and stadium location.

The legislation was a key recommendation of a 2021 fan-led review, which was commissioned following the collapse of Bury FC and the threat of the European Super League. Prime Minister Rishi Sunak called it a “historic moment for football fans.”

The move has been welcomed by the Football Supporters’ Association (FSA) and the English Football League (EFL). However, the Premier League has previously expressed concerns that a statutory regulator could “reduce its competitiveness and appeal,” and has stated it will work with the IFR to ensure there are no “unintended consequences.”

Rick Parry, Chairman, English Football League, said: “This is a watershed moment for English football and I am delighted that the Football Governance Bill has now received Royal Assent. We are hopeful that the IFR will be operational as soon as possible to help us secure the long-term financial sustainability of the pyramid.”

Kevin Miles, Chief Executive, Football Supporters’ Association, said, “The FSA is proud to have played a leading role in the campaign for a stronger, more sustainable and more transparent game. This is a huge step forward in the reform of our national game.”
