CARDIFF SCHOOL SWIMMING
The Cardiff School Swimming Charter is a citywide transformation of aquatic education, designed to remove systemic barriers and ensure every child can access essential, life-saving water-safety skills. Through a whole-system partnership between schools, leisure providers, local government and national bodies, participation has increased from 57% to 85% in just two years, with full participation now within reach. The introduction of the AquaClusters Model, standardised delivery, integrated SIMS data tracking and innovative public-transport solutions has reduced inequalities linked to cost, transport and inconsistency. Beyond improving safety and skills for thousands of children, the programme has strengthened operational efficiency, sustainability and collaboration across Cardiff’s aquatic network. The model is scalable, cost-effective and already influencing national policy discussions, positioning Cardiff as a blueprint for equitable school swimming reform in Wales
